It checks that files in /etc/init.d are marked as conffiles, and
files in /etc/rc?.d are not.

The error tags are init.d-script-not-marked-as-conffile and
file-in-etc-rc.d-marked-as-conffile.  Lintian tends to be
straightforward in naming tags...
