Bug#923199: it's already Recommends, but please support elogind

Those of us on !systemd would be much happier if "apt install ssh" didn't
try to switch inits, thus fixing this for Buster would be nice -- but it
isn't a show stopper, yeah.

Sounds good.

An entirely unsatisfiable Recommends (as opposed to one that's satisfiable
by something you don't want) is handled well by apt, but it's better to be
safe than sorry.
