Bug#819686: openssh: please drop libnss-files-udeb dependency

Dear Maintainer,

As of glibc 2.22-5, libnss-files-udeb has been merged into libc-udeb.
Therefore the dependency in openssh-client-udeb and openssh-server-udeb
could now be dropped.
