Well I guess it was quite clear that it's possible that someone actually
used some non-standard LC_* and would complain then - therefore the
suggestion with the NEWS entry.

But since Debian already uses a weaker value than the default, changing
it to only the well-known defined LC_ variables seems the least
appropriate.
I don't see that this causes that much trouble unless people complaining
about a more strict default.
