Bug#763375: openssh is not binNMU safe

openssh had to be binNMUed on s390x, unfortunately this makes ssh
uninstallable. It is arch:all so not rebuilt and has a strict dependency
on openssh-client (= 1:6.6p1-7), while the binNMUed version is now
1:6.6p1-7+b1.
The debian/control file is fine, the issue is likely caused by the use
of dh_installdocs with --link-doc between arch:all and arch:any packages
(see bug#747141). Note that if you remove this link, you should use
dpkg-maintscript-helper to convert the symlink into a directory.
