Bug#561881: openssh-server: scp/sftp is not working when using key based (authorized_keys2) authentication

If I use key based authentication (without password), scp and sftp
tools doesn't work. It's probably bacause remote host returns message "Must be connected to a terminal.".
You can try this behaviour by executing command "ssh server_addr true".
The same message returns scp, when key based authentication is on.
I already tried to turn of PAM (UsePAM no), but it didn't helped.
