Bug#391081: openssh-server: Please remove inappropriate debconf error for telnetd

The proper solution to the previous bug report (#388946) was to *remove*
the inappropriate note, not promote it to an error. It is NOT the job
of openssh to object to other software I have installed. At most, such
advise should be supplied in README.Debian, not debconf; but actually
the note belongs in the telnetd server package, not openssh. (For
example, how do you justify the telnetd warning but not an FTP server
warning? FTP uses clear passwords.)
Worse, the note pops up twice, both during the normal debconf template
run and while configuring packages, thus interrupting/stalling the
install process.
Please just remove the whole entry from the template.
