The exim4 maintainers are very strange, and their naming choice is not
something I like or agree with. To be honest I don't see why this
user/group name clash is a problem? It's all sshd, after all ...

Speaking as the base-passwd maintainer, there is no reason for the sshd
user to be in base-passwd, so it will not be added there. This is what
'adduser --system' is for.
