Bug#257908: please change the userid, and groupid names to something Debian-sshd

We have an environment where we sometimes build our own version of sshd
and we use the userid, groupid of sshd (perhaps it can be altered ).
I suggest this only because I notice that exim4 has a Debian-exim for
example. Perhaps the base-passwd package could have the sshd specific
entry...
