Bug#257524: ssh: scp progress meter disabled when stderr is redirected

When stderr is redirected (e.g. for filtering), the scp progress meter
doesn't appear on the terminal (in fact, neither on the tty, nor in
stderr). There's no reason to disable it in this case, therefore this
is a bug.
