Bug#237955: mysterious newline before shell prompt in remote login

When logging in through ssh I get a mysterious newline after the
pam_mail.so is run, before the shell prompt is printed. I have checked
to make sure it isn't some login script. This happens on multiple
machines with recent SSHs and it doesn't happen with console or telnetd
login on those machines.
