Treasurer sprint (Lisbon, Jan 2020)

Hi,

Debian Treasurer team is planning to meet in Lisbon, January 18-19th,
we have already asked for support to DPL and we already have sorted
travel/accomodation/venue.

We've started documenting agenda items and other things at
