Sponsoring 4 active people from Debian Science and/or DebiChem for such
an event is fine. But I'm not sure I'm getting the math right. According
to your per-person estimate sponsoring 4 people should cost, at most,
1200 Euro. Coincidentally, it's also a good approximation of what I'm
willing to offer on behalf of Debian.
If that's enough for your needs, consider that expense pre-approved.
