It appears this time you ran into the iptables limits that DSA has
automatically deployed to most of Debian's machines running apache.

Specificailly you ran into a mod_recent setup.  The limit was 30
connections per minute per client address with a burst of 600
connections, and once you went over that you'd be blocked until there
was no connection attempt for half an hour.


The limit should have been raised for the machines doing snapshot since
snapshot can handle a bit more than say the packages.d.o service.
