I've removed the CC to an obsoleted/closed bug. Lets have this
conversation openly on the user SGML/XML list.

Ahem -- it is:
> ls -l /etc/xml/docbook-xml.xml

Also:
> dpkg -s docbook-xml | grep ^Depends
Depends: sgml-data (>= 1.7.2), symlinks, xml-core (>= 0.05), sgml-base (>= 1.17)
As you see, docbook-xml depends on xml-core. I don't see how you have
the docbook-xml package installed and not xml-core, unless your system
is pretty broken.
Are you still having problems? If so, please install the lastest
(unstable) versions of docbook-xml and let me know what you get when
you do this:
dpkg -l docbook-xml sgml-data xml-core
Also:
ls -l /etc/xml/
echo $XML_CATALOG_FILES
And finally:
xmllint --nonet --valid --noout <failing_file>
