Cool. Although I know zip about PURL. (where zip=0)

Absolutely, I've hit that exact issue a number of times and it's really
annoying.

that'd truly make it a useful (and useable) resource.

OF course, we'd have to kick around some policy-type ideas to determine a
sensible directory/URL structure, but that's small fry compared to
XML Catalogs and /usr/share/xml. 

Someone ought to be assigned the task (via alioth) of initiating 
the discussion (which should be on debian-sgml), and summarizing,
when necessary. I don't volunteer:) [unless I absolutely, positively must, 
just to get it done]

Sure, though a sysid's not really needed. Nonetheless, it'd be nice to
have a real one.
