The plan is to file bug reports for the severe issues.  However, filing a bug
report for e.g. an empty directory in a package might be a bit of an overkill.
But I'll also put an explanation of each of the columns on the web page.

Yep, that's the intention.

You're welcome.  As the maintainer of sgml-base I see it more or less as my
responsibility to make sure it's used properly and according to the policy.
Why else have it?
