I don't think it's stalled. Ardo & I are in almost daily contact. 

I've also joined the Entity Resolution TC at OASIS, and now have a
much better understanding of the written spec - specifically regarding
the intended usage of the uri-based elements as opposed the
system-based elements. And it's not what you previously stated, Adam.

It's all in there, but requires careful reading. Hopefully, Ardo (who
is also joining the committee) & I can get the committee to make some
editorial changes in the interest of clarification. And more examples,
as well.

I've been slowly working on the bugs on my XML packages, should be
finished shortly.

Not so. I've added an appendix and am waiting for Ardo's
implementation (via xml-core) before I start adding the fundamental,
but most important content. I'll check the stuff in tomorrow. (Been
sick for last two days.)

We'll get there, but it may take another month.
