XML is not SGML, please don't treat it as such.  Things like xml-base
and namespaces make XML not SGML.  SGML tools will probably choke on XML
data that contains these (data being DTDs, ISO entity files, documents,
and the like).  If you're worried about the FHS stuff, bring it up on
the list again.  Just before the SGML stuff was added (way back when),
folks on the list realized that XML was evolving to be not SGML, and
agreed that the FHS section on SGML should be SGML explicit.  Alas, I
don't think the FHS maintainer actually got the new text to that effect.
