new test: sgml file placement

Note that as of new sgml-base's, /usr/lib/sgml is deprecated
and /usr/share/sgml is where all SGML related files should go.
It would be nice if lintian emitted a warning for packages
still installing stuff (perhaps disregarding compatability symlinks)
in /usr/lib/sgml.
Likewise, install-sgmlcatalog is deprecated. It's still legit
to use 'install-sgmlcatalog --quiet --remove' to remove the old
deprecated catalog entries, however.
Also note that packages using /usr/share/sgml and the new
update-catalog need a versioned depends on sgml-base 1.0.7 or
better.
