This is caused by sgmltools-2.  the next version of sgml-base will
conflict with this package.

I'll at least add the BASE directive to transitional.cat.

No, we are definitely not dropping support for this.  In fact, there's
already a wishlist filed against sgml-base to provide a tool for this.
