circulatiry between /etc/sgml/catalog and /usr/lib/sgml/catalog

I hope I'm not been hysterical with the severity of the bug, please
downgrade it if so.
After installation of sgml-base 1.06, /etc/sgml/catalog contains:

CATALOG "/usr/lib/sgml/catalog"
CATALOG "/usr/lib/sgml/stylesheet/dsssl/sgmltools/sgmltools.cat"
CATALOG /etc/sgml/transitional.cat
But if I look at /usr/lib/sgml/catalog, I see:
lrwxrwxrwx 1 root root 17 Feb 26 11:02 /usr/lib/sgml/catalog -> /etc/sgml/catalog
Thus, this seems like a circular situation. Indeed, nsgmls reports:
