Yes, this is the case I'm looking for.  This ought to work.

I'm going to followup with this with a bug on tetex I guess if I can
reproduce it.

Define "browser". Do you get the smae results in Netscape 6 or
Mozilla?

Well, I hardly intend to write tons of machinery to work-around broken
browsers.  But patches may or may not be accepted. I don't believe we
can (or should) solve on the SGML toolchain level.

The root of your problem is a misunderstanding on what the <beginpage>
tag is for.  Read
<URL:http://www.docbook.org/tdg/html/beginpage.html>.  It does not
cause a page break.  DocBook is logical, not presentational,
markup. Thus there is no element for causing a page break, nor should
there be.

So this is no foul, no bug.
