State of the Art wrt XML/XSL.

I currently use SGML/DSSSL using jade for most of my
publishing work. I will soon start to translate some of my
work to the TEI format but need to create some stylesheets
for this. I would like to know if I could start using XML/XSL
for this (I'm already looking for doing so in XML/DSSSL) and
which programs to use. The programs must be available in
debian or dfsg free and shouldn't use java (java is too hungry
for my P60). Formatting support should included HTML, text and
PDF at least. I will find especially useful if it was possible
to create both an html (multi chunks) document and a separate
CSS stylesheet, even if the stylesheet is done by hand (this
mean using only html4 tags without any style attribute).

Already thanks for your advices, I hope I will be able to
upload the TEI DTD for woody if possible.
