"Linux Docbook" means nothing: Docbook is a standard, independent from Linux. 
(Actually, it is used in many free software projects unrelated to Linux, such 
as the entire FreeBSD documentation.)

SGMLtools is indeed Docbook-specific, but several tools in Debian, like jade, 
work with every DTD.
