I'm having the exact same problem here, security.d.o is extremely
slow:

and is often not working at all:

It's only happening when using 82.94.249.158, aka tartini.debian.org:

My network is not the problem, we are also having multiple redondant
gigabit connections through distinct providers and hardware.
Anyone can dig a bit to see what's wrong with the machine tartini or
the notwork at XS4ALL / De Telegraaf [1]?
