This message means that a connection was made to the server but was closed before SSH protocol was initiated.
This is usually caused by a libwrap setting which prohibits the connection.
Check your /etc/hosts.allow and /etc/hosts.deny settings and 'man hosts_access' rather than 'man {ssh,sshd}'.
