If you've removed all links from /etc/rc?.d and made sure it is not
running anymore, what is it that is bothering you? For good measure
you can stick in an `exit 0` at the beginning of /etc/init.d/inetd.
After you've also commented out everything in /etc/inetd.conf.
The only thing that I can think of that might be bothering anyone is
packages adding uncommented entries in /etc/inetd.conf and somebody
starting inetd manually (which requires access to the machine) after
that.
