you should edit /etc/pam.d/passwd like this:

<snip>
password   required   pam_unix.so nullok obscure min=4 max=8 md5
</snip>

that'll do it. i don't think you'll have trouble with existing user accounts, since this setting 
will take effect when you add a new user or change password
