a) The license forbids packaging it;
b) It seems to be buggy.

I'd suggest having a look at the SUSE proxy package, which is in
unstable, instead.

NB: I don't know how good that is, but that would have been my next step
having given up on fwtk when it started aborting my FTP connections for
me.
