I have added you to the pkg-security-team group. I don't think that moving
them to /debian/ is any better. If we truly believe that the above is a
concern, I'd much rather tweak the permissions on the pkg-security-team
to invite the debian group thus granting permissions to all DD by default.

This is a policy that I could happily leave with.

The presence in a team group rather than on the debian group is a clear
indicator that the team policies do apply and that checking them before
contributing is a good idea. There's no such implication with /debian/.
