I have now moved all three repositories under debian/:

 https://salsa.debian.org/debian/tcpdump
 https://salsa.debian.org/debian/ngrep
 https://salsa.debian.org/debian/libpcap

I also uploaded new versions to unstable, changing the Maintainer
field to the team alias and updating the Vcs-* locations.

As I mentioned, the repositories need to be updated to the team's
preferred practices regarding branch layout, CI configuration, gbp
config, etc.

Let me know if there's anything else I can do to facilitate this transition.
