[RFS][c-blosc2] Transition to v2.22.0

Dear all,
I'm looking for a sponsor for the upload of c-blosc2 v2.22 to experimental.

The upgrade from c-blosc2 v2.17.1 to v2.22.0 requires a change in the 
SONAME and hence a transition.

The package is ready in salsa [1].
I kindly ask anyone in the team to review and upload.

The following source package need to be rebuilt:

* adios2
* pytables
* zmat


I will make a request to schedule a binNMU for the above mentioned 
packages on all architectures.
