yes, I saw that. That email is also the only place the statement about
non-commercial use has ever appeared. I wonder if they actually mean
that..... oh for a properly thought out and carefully written down licence!

Would you mind insisting once more to clarify the license?  This would
save some of my time to continue working on other fronts.

There is at least permission to distribute now, which is a good start. So the
data is at least suitable for non-free -- I don't know if it's worth
splitting the data from the rest of the package to allow the actual code to
go into main with the examples only Suggested and in non-free.... that's a
lot more work for the packager, but it might allow dependents to be in main
rather than contrib, which would be worthwhile.

I talked about this with the maptools author: Splitting the date from the
archive is not possible because the build process contains checks which are
using the data.  So I've thought about this but it seems not really advisable.
