От того, что этот ioctl таки не поддерживается. См.
/usr/src/linux/net/core/dev.c
Можно ли отучить diald от привычки выдавать этот ioctl, не знаю. Но ничего
плохого, кроме сообщения в логах, не происходит, да и не должно.
