RFS: ruby-eventmachine 0.12.10-3

Hi!

I have updated ruby-eventmachine. It builds fine with pbuilder
and is lintian clean (if the author of the changelog entry is
changed to an uploader).

Upload will fix FTBFS bug #676209.

  * Set priority extra for transitional packages.
  * Add patch to format error strings safely. (Closes: #676209)
