   Sid has rubygems 1.3.1-1? Not according to this page:

   http://packages.debian.org/search?keywords=rubygems

It seems to be in *experimental*. I can't get it either BTW. Just after  
updating:

    $ LC_ALL=C apt-cache policy rubygems
    rubygems:
      Installed: 1.2.0-3
      Candidate: 1.2.0-3
      Version table:
     *** 1.2.0-3 0
            500 http://ftp.no.debian.org sid/main Packages
            100 /var/lib/dpkg/status
