You have to install the debian-archive-keyring package for the
release architectures:

# wget http://ftp.debian.org/debian/pool/main/d/debian-archive-keyring/debian-archive-keyring_2023.4_all.deb
# dpkg -i debian-archive-keyring_2023.4_all.deb
