After a fresh Debian 12 or 13 install, reportbug doesn't work in graphics mode
until gir1.2-vte* is installed. Is there a special reason it's not part of the
default installation instead of requiring users to install it?

   * What was the outcome of this action?
   * What outcome did you expect instead?

I expected reportbug to work without needing additional packages.

did you install reportbug-gtk?

it appears not. If you want to use the graphical interface, you need
to install that package, which will also install the necessary
dependencies.
