I have signing enabled for reportbug. When saving a bugreport (that got
signed) locally and then resuming and submitting it the report gets
signed twice. This happened in #1077039, for instance. It'd be great if
reportbug would check if the report is already signed and if so, don't
attempt to re-sign it.
