Bug#1040779: reportbug: option -V / --package-version does not put the version in the bug report

The reportbug(1) man page says:

    -V VERSION, --package-version=VERSION
        Specify the version of the package the problem was found in.
        This is probably most useful if you are reporting a bug in a
        package  that is not installable or installed on a different
        system.

and "reportbug --help" outputs

  -V PKGVERSION, --package-version=PKGVERSION
                        specify the version number for the package

But when I use this option, e.g.

  reportbug -V 20230707 ca-certificates-java
  reportbug -V 13 reportbug
  reportbug --package-version=13 reportbug

the version is not put in the bug report.

Note that I get the question

"Please enter the version of the package this report applies to (blank OK)"

which I leave blank as I have already provided the version via
the -V / --package-version option. BTW, asking this question is
useless for this reason.
