Bug#1006266: Should not honor all_proxy?

Hi,

I just hit this bug, and I'm wondering why reportbug honors all_proxy
while it doesn't support SOOCKS proxy?

GNOME sets all_proxy and ALL_PROXY when selecting a SOCKS proxy in the
settings.

While searching the web, I didn't find a specification for all_proxy,
but it seems widely used for SOCKS.
