Bug#992566: reportbug: should support a timeout option in reportbug.conf / .reportbugrc

reportbug has a --timeout=SECONDS option, but there is no
corresponding option for the .reportbugrc file: a line

timeout 20

gives the following messages:

Unrecognized token: timeout
Unrecognized token: 20

Once done, it should also be described in the reportbug.conf(5)
man page.
