There have been multiple related fixes in the five years since this bug
was reported, including recognition of held packages and coping properly
with arch qualifiers. Therefore I'm now assuming that this bug was quite
likely fixed some time ago and am closing it.

Thank you for the report. Please file a new one if you happen to run
into similar issues again; then we can have a closer look while the
problem is still fresh and reproducible.
