I'm guessing that you used the GTK ui since it is the only reportbug ui
that does not allow editing the entire message body in the built-in
editor. Since recently this UI now does allow editing the pseudoheaders
in the editor, enabling the user to drop the Version: line if desired.
Closing this bug accordingly.
8 years later it's hard to tell, but given that I don't recall ever using the gtk interface and that this was most likely to help file security issues this was certainly related to the CLI. FWIW.
