There is no problem with that. The preamble is ignored by MIME-conformant software, including debbugs. Here is evidence:

This message has the same format that according to your report does not work, but appeared to work just fine.

I expect bug submissions from reportbug that include attachments to be quite common. So if there was really a problem, we'd have received quite a number of duplicate reports in the past four years, but we haven't. Therefore I'm closing this report.
