In order to configure reportbug to X-Debbugs-CC yourself, you have to use the
header option and provide a full X-Debbugs-CC header with email address.  I'd
really like a ~/.reportbugrc option to X-Debbugs-CC the email address
reportbug figures out ($REPORTBUGEMAIL, --email, $DEBEMAIL, $EMAIL) instead.
That would remove Yet Another place that stores the email address, and thus
allow me to more easily share my ~/.reportbugrc amongst machines.

I would suggest the option name x-debbugs-cc-self.

You filed another report in 2018: #910697. That one had a patch that was
accepted. Just for completeness: the option name is list-cc-me
