It should already be there. Did you try using --no-check-available?
In any case reportbug is not supposed to hang indefinitely in such
cases. Would you mind testing if
https://salsa.debian.org/reportbug-team/reportbug/-/merge_requests/63/diffs
makes it time out as intended? There is also a --timout= parameter
where you can set it to something other than the default 60 seconds.
