You might have found the bug there simply by searching for bugs in
src:linux, and not in linux-image-5.2.0-2-amd64.
I think the actual problem here is that the linux-image packages use a
bug control file with "Submit-As: src:linux", which however is not the
actual source package that the binaries get built from.
So as a solution reportbug could consider respecting a Submit-As already
when retrieving the list of existing bugs. It could do this either
instead of using the actual package name given on the command line, or
in addition (presenting the union of both lists to the user).
