Bug#926726: reportbug-gtk: On first run, reportbug-gtk quits before reporting a bug

Dear Maintainer,

The application exits before capturing a bug report after setting configuration
values during the first run of reportbug-gtk (on a fresh Debian Buster
install).

For a user reporting their first Debian bug, this would be very discouraging. I
suggest capturing the bug report first and only asking user details and
configuration questions later in the process.
